Can you title a junked car in Wisconsin?
Short answer
No. Wisconsin statute 342.34(3) says no certificate of title may be issued for a junk vehicle or for one that has been junked or destroyed. WisDOT's own selling page says a junked vehicle can never be titled or licensed again, even if someone repairs or restores it. If your paperwork is a Junked Vehicle Bill of Sale (form MV2459) or a title with JUNK written across it, no bonded title, repair or paperwork service changes that.
Why there is no workaround
Most 'no title' problems are paperwork problems: the title was lost, the seller vanished, the owner died. Wisconsin has routes for those, including replacement titles and the bonded title process. A junk vehicle is not a paperwork problem. The law has already decided the vehicle cannot be titled, and every title route runs into that same statute.
That includes the bonded title. A bond protects against someone else turning up with a better ownership claim. It does nothing about a vehicle the statute says cannot get a title in the first place.
It does not matter that it runs or that you fixed it
One of the two junk definitions in Wis. Stat. 340.01(25j) covers a vehicle an insurer took possession of or title to when the estimated repair cost exceeded its fair market value. That test looks back at the insurance claim. A car in that category can start, drive and look fine, and it is still a junk vehicle.
People sometimes buy these at online auctions planning to fix and flip them. The repair is possible. Getting plates and a title afterward is not, at least not in Wisconsin.
Be wary of anyone who says otherwise
If a seller, a forum post or a paid service tells you a Wisconsin junk vehicle can be titled with the right form, ask which statute allows it. Applying with paperwork that hides the junk status is a different matter entirely: Wis. Stat. 342.11 has WisDOT refuse a title when an application contains a false statement, and fraud carries penalties.
We will not take a case for a vehicle sold on a Junked Vehicle Bill of Sale, because there is nothing honest we could prepare for it.
How to tell if the car you are looking at is junk
Buyers usually find out after they pay. These are the signs to look for before money changes hands.
- The seller hands you form MV2459 instead of a title. The form is built for sales to licensed salvage dealers and from insurers whose title has already gone back to WisDOT, and it states no title will be issued.
- The title has the word JUNK written across it. WisDOT tells owners who sell a car as junk to do exactly that, so the next owner cannot title it.
- An auction lot lists the document as WI - Junked Vehicle Bill Of Sale. That is the same MV2459 situation.
- An insurer took the car because repairs would cost more than it was worth. Under 340.01(25j)(b) that alone makes it a junk vehicle, no matter how well it runs.
What you can do with it
Your realistic options are about getting value out of the vehicle, not getting it on the road.
- Use it as a parts source for another vehicle you own.
- Sell it to a licensed salvage dealer or a scrap buyer for parts or metal value.
- Before buying another auction car, check the document line and skip any lot listed as a Junked Vehicle Bill of Sale unless you want parts.
- If you think the vehicle was wrongly classified, contact WisDOT directly before spending money on it.
Common questions
Can I title it in another state and bring it back?
We could not verify a route for that, and Wisconsin carries over out-of-state brands recognized by NMVTIS. Ask WisDOT before you try anything like it.
What if the seller says the title was just lost?
Then ask for the exact document you will receive. A lost title for a normal vehicle can be replaced by the titled owner with form MV2119 for $20. A Junked Vehicle Bill of Sale is a different situation entirely.
Is a salvage title the same as junk?
No. A salvage vehicle can be repaired, inspected and retitled as REBUILT SALVAGE. A junk vehicle cannot be titled at all.
I own a car I am about to scrap. What do I owe WisDOT?
Wis. Stat. 342.34(1) gives you 10 days after deciding it is junk to notify WisDOT, return the title and deal with the plates. Once it is junked it can never be titled again, so be sure first.
