Wisconsin title answers · No title
How do you title a car bought in another state with no title in Wisconsin?
Short answer
If you live in Wisconsin, you title it here through the bonded title process: MV2082 and MV1 mailed to WisDOT's Vehicle Research Unit. The out-of-state part is where people get stuck. WisDOT checks every state's records, and if the car is still titled somewhere else, it tells you to go after the owner information in that state before the bond step continues. When the seller is the owner on that state's record, a replacement title from their state is usually the faster fix.
Start with the seller's state
Wisconsin cannot replace another state's title. Only the state that issued it can, and only for the owner on its record. WisDOT tells new residents the same thing about their own lost titles: a replacement comes from the last state the car was titled in.
So if the seller is still reachable and the title was in their name, ask them to order a replacement from their state and sign it over to you. You then do a normal Wisconsin transfer on MV1, with no bond and no BOND POSTED brand.
The bonded route when the seller cannot help
Mail MV2082 and MV1 to the Vehicle Research Unit, WisDOT, P.O. Box 8070, Madison WI 53708-8070. Include photos of all four sides and the VIN, the bill of sale, and anything the other state issued, like an old registration card. Section 342.06 says that for a used car last registered in another state, you furnish any ownership document from that state plus a statement of the title history.
Then WisDOT runs its checks. Section 342.08 requires it to check stolen-vehicle records before titling a car last registered in another state. The MV2082 instructions add the title search: no record anywhere, and the application keeps moving; a record in another state, and you are told to pursue the previous owner information there. Only after that does WisDOT value the car and send the bond letter.
Details that trip up out-of-state buyers
Four things to get right before you mail it:
- The written statement. Name the state, city and seller, and say what you did to get a title, including any request you or the seller made to the other state. That is the step WisDOT will otherwise ask you to go back and do.
- The VIN. Photograph it on the car and compare it to every out-of-state document, character for character.
- Sales tax. If you paid sales tax in the other state, the MV1 has exemption code 5 for tax paid to another state; list the state and send proof. If not, Wisconsin's 5% state tax plus any local tax applies to your price.
- History. MV2082 asks if the car was ever salvaged, rebuilt, flood damaged, or a taxi or police car in any state. A car last titled elsewhere as salvage is a salvage vehicle here too, per the MV1.
Moving here with a car you already own
That is a separate, easier path. A new resident without the title can submit other proof of ownership, such as the out-of-state registration, and get Wisconsin registration and plates only, still paying the title fee. When the out-of-state title turns up, WisDOT issues the Wisconsin title at no added charge.
If you are buying, not moving, and the paperwork is a mess, our $97 kit covers the MV2082 statement and each field of the form. If you would rather have the forms prepared, we do that for one flat $299 and you sign and mail them.
Common questions
Can I just title it in the state where I bought it?
As a Wisconsin resident you title and register the car here. The other state's rules for nonresidents are its own, and any title you get there still has to come back through WisDOT.
The other state never issued a title for a car that old. What do I send?
Send whatever ownership papers that state did issue, such as a registration, along with your bill of sale, and explain it in your MV2082 statement. If you are not sure what WisDOT will accept, ask WisDOT before you mail it.
Can I drive it home?
That depends on the other state's temporary permit rules. Once it is in Wisconsin, the MV1 says plates must be on the car within two business days of purchase to drive it legally.
What does it cost in Wisconsin?
The $214.50 title fee, sales tax unless you paid it elsewhere, plates if you want them, and later the bond premium if WisDOT asks for a bond.
