Who titles mobile and manufactured homes in Wisconsin?
Short answer
Manufactured homes and larger mobile homes are titled by the Wisconsin Department of Safety and Professional Services (DSPS), not WisDOT. WisDOT titles smaller mobile homes and every kind of RV trailer, including park model trailers. The split turns on the home's type, length and year, and the year line is 1976 for mobile homes. Confirm those numbers before you mail anything, because paperwork sent to the wrong agency only costs you time.
The dividing lines
WisDOT's page on manufactured homes, mobile homes and RV trailers splits them this way:
- DSPS: manufactured homes of any length.
- DSPS: mobile homes 1976 and newer that are 40 feet or longer.
- DSPS: mobile homes 1975 and older that are over 45 feet.
- WisDOT: mobile homes 1976 and newer under 40 feet.
- WisDOT: mobile homes 1975 and older that are 45 feet or less.
- WisDOT: RV trailers of any length, including travel trailers, fifth wheels, camping and pop-up trailers, and park model trailers.
Manufactured homes go to DSPS
Wisconsin law requires the owner of a manufactured home situated in the state to apply for a certificate of title when they newly acquire it (Wis. Stat. 101.9203). That title comes from DSPS, which runs a Manufactured Home Titling Program for transfers, title copies and more.
A manufactured home is also exempt from vehicle registration (Wis. Stat. 341.05(26)), and WisDOT says homes over 45 feet do not need WisDOT plates. So there is no WisDOT title or bonded title route for these homes. If the seller has no title, or the home is tied up in a park or estate, call DSPS at (608) 266-2112 or (877) 617-1565 and ask what it needs.
Because these titles are issued by DSPS and not WisDOT, TitleFiled does not prepare paperwork for them.
Smaller mobile homes that WisDOT titles
For a mobile home in WisDOT's size range, the rules depend on how it is used. WisDOT says one that travels on the road needs a title and plates. If you bought it as real estate, sitting on a foundation, hooked up to utilities, with the land included, it needs a WisDOT title but no plate, and no sales or use tax is collected on the WisDOT side.
If a mobile home in WisDOT's size range came with no title, contact WisDOT's DMV before you file (phone (608) 264-7447, or its email service) and ask which application it wants for your situation. Confirm the length and model year from the home's paperwork first, since those decide the agency.
Do not confuse it with an RV
Travel trailers and park models sometimes get called mobile homes in classified ads. Legally, WisDOT handles those as RV trailers no matter their length, and they follow the trailer rules: required title and plates above 3,000 pounds or when used for hire, and recommended if you take it out of state.
Finding the year and length when the paperwork is gone
Everything above depends on two numbers, and with an old home sold without a title, nobody may know them for sure. DSPS gives practical places to look:
Use those numbers, not the seller's memory or an online listing, to decide which agency gets your application.
- The serial number. DSPS says to check the doorframe, a kitchen cabinet door, the fuse box, the furnace, a door or the hitch.
- The HUD number. On a manufactured home it is usually on a steel plate on the outside. DSPS says a HUD information report from IBTS, ordered with that number for a fee, shows the serial number, year and make.
- The park office. If the home sits in a mobile home park, DSPS suggests asking the office to help identify the serial number from its records.
Common questions
Is a park model trailer titled by DSPS?
No. WisDOT lists park model trailers with RV trailers, which it titles at any length.
My mobile home is a 1972 model, 50 feet long. Who titles it?
DSPS. WisDOT sends mobile homes from 1975 or earlier that are over 45 feet to DSPS.
Does an older, shorter mobile home that gets towed need plates?
Yes. WisDOT says a mobile home in its size range that is used on the road needs a title and plates. One sold as real estate on a foundation with utilities and land needs a WisDOT title but no plate.
Can a manufactured home be made part of the land?
Yes. DSPS describes a title surrender process that affixes the home to the land through the county register of deeds, and it offers an affidavit of affixture form. Ask DSPS for the current steps.
Who do I call with a manufactured home title question?
The DSPS Manufactured Home program at (608) 266-2112 or (877) 617-1565. WisDOT's DMV handles the smaller homes and RV trailers.
