Wisconsin title answers · Selling and buying
What are the steps to title a car you just bought in Wisconsin?
Short answer
Get the title signed over to you, fill out form MV1, and apply online through eMV Public or by mail with the $214.50 title fee plus 5% state sales tax and any local tax. If you plan to drive it, plates must be on the car within two business days of purchase. From a licensed Wisconsin dealer, the dealer sends the paperwork to WisDOT for you. The step people get wrong comes first: checking the title before paying.
Before money changes hands
Most titling problems are baked in at the moment of sale, not at the DMV. Look at the front of the title. The seller's name should be printed there as owner, not written in on the back as a buyer from someone else. WisDOT warns that sellers who never put a car in their own name (it calls this title jumping) are a common sign of an unlicensed dealer.
Compare the VIN on the title to the VIN on the car. Then look for a lender in the lien section. If one is listed, you need a signed lien release from that lender along with the title, or the loan follows the car onto your title. WisDOT's free lien holder search by VIN shows whether a lender is holding the title right now.
Filling in the paperwork
The seller completes the assignment on the back of the title: signature, date, price, your name and address, and the odometer reading on model year 2011 and newer vehicles. You do not fill in the seller's part for them.
Your half is form MV1, the Title and License Plate Application. It asks how the owners' names are joined (AND means every owner must sign to sell later, OR means any one can), the VIN, and either a plate number to transfer or a temporary plate number. You can move plates from a car you no longer use to one of the same type that belongs to you, your spouse or your domestic partner, at no charge.
Online, by mail, or in person
Online through eMV Public is usually the fastest. You need a Wisconsin driver license or ID and the actual title in hand. After you pay, you still mail the printed receipt, the original signed title and any original lien release to WisDOT-eMV Public, P.O. Box 7907, Madison WI 53707-7907. WisDOT says you can drive once the online transaction is done and the papers are in the mail.
By mail, send the original title (not a copy), the signed MV1 and a check or money order to Registration Fee Trust, to WisDOT at P.O. Box 7949, Madison WI 53707-7949. WisDOT says most mailed applications are completed in 14 days or less. In person at a DMV service center adds a $5 counter fee.
If you bought from a dealer
A licensed Wisconsin dealer must submit your title and plate application within 7 business days of the sale. Your title and plates come separately. If nothing has arrived a month after purchase, WisDOT says to check processing times or call (608) 266-1466. If the dealer never sent the application, WisDOT's Dealer and Agent Section at (608) 266-1425 can help.
If there was no title at all
Then these steps do not apply and eMV Public will not take the application. The route is the bonded title: MV2082 and MV1, with photos and a written statement, mailed to WisDOT's Vehicle Research Unit at P.O. Box 8070. WisDOT reviews it and only then tells you the bond amount, so it takes two mailings. Our $97 kit walks through that process line by line.
Step by step
- Check the front of the title: seller's name as owner, VIN matches the car, any lien shown has a release.
- Have the seller sign the assignment, write the price and date, and record the odometer reading if the car is a 2011 or newer model.
- Fill out form MV1 in your name, with a plate to transfer or a temporary plate if you will drive it.
- Apply online through eMV Public, or mail MV1, the original title and payment to WisDOT, P.O. Box 7949.
- If you applied online, mail the receipt, the original title and any lien release to P.O. Box 7907.
- Keep copies of everything until the new title arrives.
Common questions
How much sales tax do I pay on a private sale?
MV1 charges 5% state sales tax on the purchase price, plus county and municipal tax based on where the car is kept. MV1 lists exemptions, such as a car previously titled in Wisconsin and bought from a spouse, parent or child.
Can I finish an online application at a DMV service center?
No. WisDOT's eMV Public FAQ says the title and receipt must be mailed to the address on the receipt.
What if the seller crossed something out on the title?
WisDOT says to complete a Statement of Intent, form MV2489, when a title has alterations, and include it with the title.
Do I need a temporary plate if I am not driving the car yet?
No. You can apply for title only. A title-only application does not let you drive the car on Wisconsin roads, so you add plates before you drive it.
