Where do you mail a Wisconsin title application?

Short answer

Mail a standard Wisconsin title application (form MV1 with the signed title) to WisDOT, PO Box 7949, Madison WI 53707-7949. Bonded title applications (MV2082 with MV1) go somewhere else: the Vehicle Research Unit, PO Box 8070, Madison WI 53708-8070. If you started online with eMV Public, mail your documents to PO Box 7907, Madison WI 53707-7907. Pay by check or money order to Registration Fee Trust.

The address for each type of application

WisDOT uses several post office boxes, and each form prints its own. Use the address printed on the form you are actually sending:

The mix-up that costs people the most time is the bonded packet. Because it includes an MV1, it is easy to send it to the MV1 address out of habit. The MV2082 belongs at P.O. Box 8070, and that is the address to check twice.

  • MV1 title and plate application with a signed title: WI Dept. of Transportation, P.O. Box 7949, Madison WI 53707-7949
  • MV2119 replacement title: same P.O. Box 7949 address
  • MV2300 heir or surviving spouse transfer: the MV2300 has no address of its own, so it rides with the MV1 to P.O. Box 7949
  • MV2082 bonded title application (with MV1 and evidence): Vehicle Research Unit, Wisconsin Department of Transportation, P.O. Box 8070, Madison WI 53708-8070
  • eMV Public online application paperwork: WisDOT-eMV Public, P.O. Box 7907, Madison WI 53707-7907
  • MV2896 vehicle record request: Vehicle Records, WisDOT, P.O. Box 7995, Madison WI 53707-7995
  • MV2505 temporary plate by mail: Special Plates, P.O. Box 7911, Madison WI 53707-7911

What goes in the envelope

For a normal transfer, the MV1 asks for the original certificate of title, not a copy, signed over to you, plus the completed MV1 and a check or money order payable to Registration Fee Trust for the total in Section E. Add the original lien release if the title shows a loan that has been paid off.

For a bonded title, the MV2082 packet is bigger: the MV1, the MV2082 with its written statement, any bill of sale or old registration, photos of all four sides of the vehicle, a photo of the VIN tag (or form MV3623 completed by law enforcement), and the check. Do not include a surety bond. The MV2082 says not to buy one until WisDOT sends a written request naming the amount, and that request is the second mailing.

Mailing it safely

Make copies of every page and the check before you seal the envelope. WisDOT's forms tell you to keep copies, and you will want them if the packet is returned or a letter asks about one page.

Consider a mailing method with tracking. You are sending an original title, and if it goes missing you may need a replacement title before you can start again. WisDOT says most mailed title applications are completed in 14 days or less; online applications are usually faster, at three days or less.

In person instead of mail

You can also take a standard MV1 application to a DMV Customer Service Center that does vehicle registration, which adds a $5 counter service fee. Some third-party title and registration providers authorized by WisDOT can process applications too and may charge their own service fee. A bonded title application is reviewed by WisDOT's Vehicle Research Unit, so mailing it to the P.O. Box 8070 address is the path the MV2082 lays out.

Common questions

Can I send cash?

No. Mail a check or money order payable to Registration Fee Trust. WisDOT lists cash as a payment option only for in-person service at a DMV Customer Service Center.

Is there a street address for overnight delivery?

The forms list only post office boxes. If you want to use a courier that cannot deliver to a P.O. Box, call WisDOT at (608) 264-7447 and ask which address to use.

How do I know WisDOT received my application?

Use tracking on your envelope, then check WisDOT's online title search to see whether your title has been processed and when to expect it.

I mailed my MV2082 to P.O. Box 7949 by mistake. What now?

Call WisDOT at (608) 264-7447 with the VIN and ask whether it was routed to the Vehicle Research Unit before you send a second copy.
