Order of steps

  1. 1. Ask the seller to sign the title over to you.
  2. 2. If the seller lost it, the seller (as owner on record) orders a $20 replacement, then signs that one to you.
  3. 3. Check for an open loan and get the lien release if there is one.
  4. 4. Fill in your MV1, or apply through eMV Public.
  5. 5. Apply promptly. Section 342.15(6) lets the state fine a buyer up to $200 for waiting.
  6. 6. Only if the title truly cannot be had, move to the bonded title route.

Check before you mail

  • A missing signature, most often the second owner on an AND title.
  • An open lien with no release.
  • A seller who is not the last titled owner. WisDOT's bond FAQ says to rebuild the chain with signatures or bills of sale from each owner in between.
  • Someone other than the owner on record trying to order the replacement.

Made by TitleFiled from WisDOT forms and pages and Wisconsin statutes, checked 2026-10-31. WisDOT decides every application; rules can change, so confirm with WisDOT before you mail. About this checklist

Wisconsin law puts the job on the seller: section 342.15 says the owner signs the title over and delivers it. Getting that signed title is cheaper and faster than any other route.

If the seller lost it, they can order a $20 replacement as the owner on record and sign that one. The bonded route is only the fallback.

Each line comes from WisDOT's own forms and pages or the Wisconsin statutes listed below. It does not choose options on a form for you, and WisDOT makes the final call on every application.
